The practical starting point
A short plan should explain who the service helps, which task it supports, how it is delivered and what it takes to maintain it. Start with concrete statements. Terms such as innovative or seamless do little unless the plan explains the behaviour behind them.
A workable next step
Add evidence, uncertainties, responsibilities and a small next step. Link cost assumptions to a dated working sheet and keep untested demand claims labelled. Let someone outside the project read the plan and describe what the service does. Their misunderstanding may identify a missing explanation before it becomes a confusing page or an unrealistic delivery promise.
